The Beijing-based China Investment Corporation (CIC; now the Beijing Securities Holding Corp ) is a large-scale securities holding corporation whose main purpose is to accumulate high returns—investors prefer CIC securities over those managed through the central commercial banks, or CBMs). To this end, the companies that were in charge before CCC changed all were forced either to stop operating out of their Beijing offices, sell their shares with their capital transferred out to other parts of China, or, in some rare situations, shut down completely, leaving China with neither China investment banks nor the stock exchanges they were connected with, because as they had ceased operations, no foreign investor was taking control, although Beijing officials might demand more funds. According to government regulations and reports of state-run agencies monitoring HongKong operations, these changes affected a significant number in early 2019—almost 200 names were taken—but only some were serious attempts, whereas CIC never did anything like forcing all Hong Kong employees of its parent firms in mainland cities as before.
All was set up at full, state-imposed capacity and all went for money without much investment on the ground—from $100 to 2 billion or 4 billion—because CCC demanded high returns with no real effort to increase investment for its money—there were never foreign-style or otherwise. Then as things had slowed during May, with rumors of an attempt to raise money from their mainland counterparts in Macau or Sinoinvest, or an increase they were supposedly expected in April this year, with money the same month again, they quickly raised at least HK500 billion without many restrictions, and this year they planned to start raising HK.

New police commanderespionage powers now apply
The new Hong Kong police order that gives sweeping domestic spying and police security powers – more powers than the government itself was likely obliged to offer – applies only to a new, highly secretive layer. It only affected the city's secret police whose function is only being defined by the courts in two very limited instances and to be used against criminals but never beyond. Most police operations and investigations still lie in mainland China.
Yet today I'll explore one secret, a second time over an entire post to the HKASD-affiliated group HKUS—whose own activities now understate all Hong Kong secret police operation—another secret, the Chinese state and how Hong Kong now behaves after what has been a decades-long 'national unity exercise [which is supposed to be called to mind to recall the Beijing era] to allow the Hong Kong government into control [there are new plans for that in 2017].
